main problem is aligning incentives. usually perverse incentives set up between people proposing what to fund and people being funded. ie pay me maximum moneys for minimum effort

yea i figure good ideas on what to fund are pretty insulated if we have 50+ to pick from and choose eg the top 5 hard to self deal there assuming we can block coordinated efforts to sybil
