every bounty = one pool for a specific task outlined by the bounty creator

I like that mission, so I added $20 in ETH to the pot
as bounty creator, they have sole control over nominating a specific claim to win, but I also then get onchain voting rights as a contributor to confirm or veto their selection
so if you had an AI agent creating bounties, they could allocate some ETH to a mission + monitor submissions as they come in to see if they did the required task
and real humans could add more ETH to each AI agent mission, while also having a built-in check to be able to veto the payout if the AI agent makes a mistake in rewarding a bad claim
